General Statement: Under the supervision of the Supervising Hazardous Substances Engineer II (Branch
Chief) in
the
Site Mitigation and Restoration Program (SMRP) Discovery and Enforcement Branch, the
SSA
performs
work
of average difficulty
in
a wide
variety of consultative
and analytical staff services assignments
for the Branch,
and
other
technical
and administrative
SMRP staff. Specific
duties include, but are not limited
to:
A. Specific Activities: Essential (E) /
Marginal (M) Functions

(E) Analysis
Utilizing EnviroStor, SharePoint data,
Daily Log, Cost Recovery Management System, and other
data sources, researches and provides analysis to management and Branch staff with
correct,
up-to-date and easy to understand information that will enable them to carry out the
mission-critical
goals of DTSC and responds to various assignments
as
required by management. Provides
research, analytical, communication and administrative support in a wide
variety of
consultative
and
analytical staff services assignments such as program evaluation and
planning,
and performance
measures/workload tracking as it relates to the
DTSC
Strategic Plan and the
Branch Operations
Plan. Working with the Branch/Unit Chiefs, reviews and provides specific input on legislation,
regulations,
and
budget proposals, as needed. Analyzes staff resources
and workload
commitments for the development of the annual work plan. Prepares weekly, monthly, and quarterly
reports utilizing data from
various resources.
Updates
site-specific data in
EnviroStor. Researches
and
develops reports and/or
maintains tracking systems for staff assignments,
cost recovery, and
EnviroStor as it relates
to meeting
Branch/Program commitments.
Collects and
inputs data into
EnviroStor and SharePoint regarding the progress of projects. Provides data analysis with
established criteria for
entering
data into the databases and
informs staff
and supervisors of
inconsistencies or missing information. Working in coordination with
staff, tracks
completion of
individual project milestones or reasons for project delays in
either EnviroStor system
or Share
Point
and prepares status reports for the Branch Chief
detailing potential impacts on
outputs.
Researches
and analyzes EnviroStor data and prepares and presents weekly and monthly progress reports for
the Branch Chief, both
in writing
and in person, related to
site
cleanups.
Researches,
analyzes,
and
prepares status reports on Branch cleanup projects to Branch Chief/staff on
completed and
potential delays at site cleanups.

(E) Performance Measures
Monitors data in EnviroStor and evaluates
the
progress in meeting Branch
Performance
Measure
commitments. Working with the Branch Chief and Unit Chiefs several times per month, and utilizing
data from EnviroStor,
evaluates
schedule delays on individual projects and
uses
these data to
prepare written monthly
and annual
reports
related to SMRP commitments.
Researches
and
manipulates data and designs charts and graphs to present Branch commitments
and
accomplishments to upper management as it relates to the DTSC Strategic Plan. On a monthly
basis,
researches,
analyzes and prepares
a report
with
recommendations
to the Branch Chief
for
keeping staff within their allotted project
budget.
15% (E) Support Services
Provides analytical support to various teams
within
the Branch requiring participation
in research
projects applying systematic, critical, intensive research and analytical methods and
techniques
in
an effort to meet the requirements of the DTSC Strategic Plan and Branch Operations Plan. This
includes researching
a specific technical or
administrative subject on the internet, evaluating the
research,
and
reporting
back to the
team;
and "data mining" in various
DTSC databases, analyzing
the data and reporting back to the
team.
In accordance with the Records Retention Schedule,
maintains files and retrieves archived files as requested.
Uploads
documents and correspondence
to the EnviroStor system and SharePoint.
10% (M) Program Evaluation
Identifies administrative tasks and annual recurring
deadlines for
SMRP
Branch Chiefs/above;
and
plans, researches,
analyzes, designs, develops, updates,
and
maintains the electronic SharePoint
Administrative
Calendar
for
administrative
tasks, conferences, meetings, outreach and educational
events relevant to SMRP. Consults with DTSC staff and managers on a monthly basis to
complete
these duties.
10% (E) Website Maintenance
Independently maintains the quality, currency
and applicability
of information on the Branch
website, including development and maintenance of newly requested websites. Accesses
the
website and makes
adjustments to the site in response
to emerging user needs
and
program
information and troubleshooting as needed on a monthly basis. Coordinates and manages the flow
of information placed on the Branch website and ensures that website content is updated with
current information such as staff expertise, Operations Plan, and current
projects.
5% (E) Administrative Duties
Performs administrative duties including, but not limited to:
adheres
to DTSC policies, rules, and
procedures; submits administrative requests including
leave,
overtime, travel, and training in a
timely and appropriate manner;
accurately reports time in the
Daily Log system; and submits
timesheets
by
the
due
date.
5% (M) Other Related Duties
Other related duties include but
are
not
limited to: participates in research projects applying
systematic, critical, intensive research
and analysis methods
and techniques; and
develops content
and assists in the production of publications and
materials in
SMRP.

The SSA reports directly and receives the majority of assignments from the Branch Chief; however,
direction and
assignments may also come from the
Unit Chiefs, Division Chief, or Deputy Director.

This position will have daily
contact
with DTSC staff, state and federal agencies,
local
government
representatives, and the public
either in person, via
email/telephone, or video conferencing.

G. Functional
Requirements
Works
in
an office setting in a
multi-story
building with
artificial light
and
temperature control
and
attends
meetings
in similar
settings. Daily use of
a personal
computer and
telephone is essential
and
requires
prolonged
periods of
sitting.
Required to stand,
bend, squat,
reach,
grasp and pick up
items consistent
with
office work.
Individually able
to transport
up to ten pounds.
Travel may be required. If
travel is required,
ii
will be by
commercial carrier or
auto,
whichever method
is
in the best interest
of
the
State.
