SUBJECT: INVITATION-CUM-NOTICE FOR NORTH ZONE INTER-UNIVERSITY
YOUTH FESTIVAL.
Dear Sir / Madam,
I am immensely pleased to inform you that Association of Indian Universities (AIU) has
selected Guru Nanak Dev University, Amritsar for organizing the North Zone Inter-
University Youth Festival for the year 2012-13 at its campus. On a specific note, the
referred Festival is to commence on 7

November 2012 (Forenoon) and will culminate on

November, 2012 (Afternoon).
In the context of the ongoing stance, I wish to make an earnest request to your good self
for emphatic participation of your esteemed University in the scheduled
programs/competitive categories of Youth Festival under reference in tune with the
conditions laid down by Association of Indian Universities.
Further, you are categorically requested to send your acceptance [in this regard] in the
enclosed Team Registration Forms

forms

along-with contextual documents may be presented at the time of registration of
the Festival. You may download the said Annexure Proformas from our University
website i.e. www.gndu.ac.in and choose to send advance information of your entry to the
undersigned via post or email.
To facilitate an insight about the geography of our University, it is hereby informed that
Guru Nanak Dev University, Amritsar is situated on Amritsar-Delhi National Highway
(NH-1). The University Campus is about 7 kms. and 5 kms. from Amritsar Inter State Bus
Terminal and Amritsar Railway Station respectively. Importantly, the city of Amritsar is
the spiritual center for the Sikh religion and includes many other historical & religious
places. The prominent places to visit are Golden Temple, Jallian Wala Bagh, Durgiana
Temple, Wagah Border etc. The city is also known for its rich cuisine and culture.

1. ORGANIZATION
The North Zone Inter University Youth Festival will be organised and hosted by
the Guru Nanak Dev University, Amritsar (Punjab) and will be conducted under the
aegis of the Association of Indian Universities, New Delhi. It is being financed by the
Ministry of Youth Affairs & Sports, Govt. of India.
2. GURU NANAK DEV UNIVERSITY
Guru Nanak Dev University was established in the year 1969 in the memory of
500 Birth Anniversary of First Sikh Guru Sri Guru Nanak Dev Ji. The main campus of
the University is spread over in 500 Acre. Guru Nanak Dev University, Amritsar
(Punjab) is a multi faculty affiliating State University established under UGC Act in
1962. The University presently Granted "University with Potential for Excellence"
status by UGC and NAAC Re-accreditation awarded Highest 'A' Grade (CGPA
3.5/4.0). The university consists 8 Constituent Colleges, 4 University Regional
Campuses , about 273 colleges and Associate Institutes are affiliated with the
University.
3. RULES
The Youth Festival will be governed by :
3.1 The Inter-University Youth Festivals 'Eligibility Rules' & 'Rules & Regulations"
that are available on www.aiuweb.org and www.gndu.ac.in.
3.2 This Notice and the 'Youth Festival Instructions" that will be issued prior to the
commencement of the Festival.
4. ELIGIBILITY RULES
4.1 The Universities of the North Zone those are eligible are invited for
participation in the Inter University North Zone Youth Festival 2012. All
interested Universities are requested to send their entries as early as possible but
not later than 20th October, 2012 by forwarding completed Annexure I and IV
enclosed.
4.2 Annexure II and III duly supported with relevant documents may be forwarded
at the earliest possible or submit at the time of registration.
4.3 The students shall carry their Identity Cards with photographs issued by their
University/College. The team managers shall submit valid identity cards of
participants for verification at the time of registration.
4.4 The eligibility certificate signed by the Director/Dean/Principal of the
Institute/College and countersigned by the Dean Students' Welfare/Cultural
Coordinator/Registrar is a must and must tally with the documents mentioned
above.
4.5 Maximum participants 40 Per University.
The maximum size of the contingent will not be more than 40, including
Contingent incharge. Participating universities are strongly requested not to
bring any extra person. No extra person shall entertained at any cost. They
have to make their own arrangements for boarding & lodging.

4.6 A maximum of two Contingent Leaders/ In charges will accompany the team.
It is advisable to have Lady contingent leader in case there are girl participants.
However , the total number of contingent should not exceed 40.
4.7 The age of participants should not be more than 25 years on July 01, 2012.
5. REGISTRATION FEE
5.1 Registration fee @ Rs.300/- per head will be charged from the participants,
accompanists and officials of the team. The fees will be required to be sent in
the form of Demand Draft in favour of Registrar, Guru Nanak Dev
University payable at Amritsar.
5.2 The closing date for receiving entry forms is 25th Oct., 2012
5.3 A sum of Rs. 1000/- refundable as caution money has to be deposited by each
team at the time of registration. The cost of any loss/damage to the property
will be deducted from caution money.
6. The detailed schedule will be communicated in the "Youth
Festival Instructions" on Guru Nanak Dev University website latest by
October 20

, 2012.
7. Youth Festival Instructions.
'Youth Festival Instructions' will be available on the day of registration i.e. 6th
November, 2012.
8. REGISTRATION & ISSUE OF ID CARDS
8.1 Contingent incharges are requested to fulfill registration formalities as on 6th
November, 2012.
8.2 ID Cards will be made for participant/accompanist & Officials and provided at
the time of registration.
9. VENUE
9.1 All activities of the Youth Festival will be conducted within the University
Campus and at maximum of four different Venues within approximately a
distance of 500 mtrs.
9.2 The Cultural Procession will entail a distance of approximately 3 Km.
Universities are requested to attire their contingents in their local regional
costumes. As such, they are requested to bring along the following :
1) Local regional costumes
2) Two University Flags. One Flag is required to be deposited at the time of
registration and the other retained for the Procession.
3) University Banner/Posters
4) Respective University Placards.

10. PENALITY SYSTEM
10.1 Any disqualification of a participant on ground of ineligibility will result in the
automatic scratching of the contingent for that academic year. The contingent
shall also be debarred from participating in the Youth Cultural Activities to be
held in the following years.
10.2 A participant disqualified on the grounds of ineligibility shall not be permitted
to participate in inter-University Youth Cultural Activities in the next year.
10.3 Any form of indecent behavior either from a student, accompanist or Team in
the University Campus will lead to disciplinary action. This may lead to team
getting debarred from participation in the event/festival. The following are
strictly prohibited :
1) Consumption of liquor/smoking.
2) Eve teasing
3) Influencing the Judges
4) Going to the Press against the University on any controversial issue.
5) Indecent behavior inside and or outside the campus and venue.
11. SCORING
11.1 The methodology of assessing and awards of points by the judges will be based
on the parameters announced by the AIU in its website www.aiuweb.org.
Weightages on each parameter of each item will be got approved from the AIU
and made known by means of the Youth Festival Instructions.
11.2 The results will be announced on 11th November, 2012.
12. DISCLAIMER OF LIABILITY
Competitors participate in the Youth Festival entirely at their own risk. The
organizing committee/host university and Association of Indian Universities will not
accept any liability for material damage or personal injury or death sustained in
conjunction with or prior to, during, or after the Youth Festival.
13. PRIZES
Prizes will be awarded to competitors as per prevalent AIU norms and will be
given in detail in the "Youth Festival Instructions".
14. BOARDING & LODGING
14.1 Board and lodging arrangements will be made available for the participants.
Hostel rooms will be provided to the participants. Participants are requested to
bring warm bedding, mosquito net, clothing, bed spreads etc.
14.2 Team managers will be housed in students' hostel rooms. Suitable
accommodation in the guest houses will be provided for the Judges, invited
Guests and AIU Officials.
14.3 Allotted accommodation on confirmation will be available from 6th to 11th
November, 2012.

14.4 The first official meal will be Dinner on 6th November, 2012 and the last
official meal will be Dinner of 11
th
November, 2012.
15. WEATHER
Weather during the month of November is pleasant in the evening and morning
hours. The temperature varies between 10 to 20 degree. Days are bright and sunny.
Warm clothes and bedding is necessity.

OTHER RULES :
1. Only bonafide, full time student, who is enrolled for a degree or post graduate
degree or diploma course which is of a minimum duration of one academic year and
whose examination is conducted by the University subsequent to passing the 12th class
examination.
1.1 Students of open Universities shall be considered to be bonafide students and shall
be eligible to participate provided they fulfill other conditions. However students
enrolled in correspondence course in institutes/centres of Universities casual
students external students and students pursuing bridge course shall not be eligible.
2. All students for participating in the Inter-University Youth Cultural Activities
shall fulfill the following conditions :
a) Not more than 7 years have elapsed since a student passed the examination
qualifying his/her for first admission to a degree or diploma course of a
University of college affiliated to a University.
b) Only students, who are less than 25 years of age as on Ist July of the academic
year 2012 in which activity is held can participate.
c) Further, students can participate for one year more than the normal length of the
academic program which he/she is following.
3. A student employed on full time basis shall not be eligible to participate.
4. A student shall not be allowed to represent more than one University during a
single academic year.
5. Provisional admission to a course of a University or College shall not make the
student eligible to represent the University in the Inter University Youth Cultural
Activities.
6. In case of a student migrating from one University to another his/her migration
case will be considered eligible only after his/her admission in the next University is
regularized and he/she is admitted as a bonafide student by the new University.
B. EXPLANATION
a) For the purpose of computing years of eligibility one year will cover means the
academic year in which the cultural activity is held irrespective of whether the students
result is declared or not. It will normally be extended from June/July of one year to 12
calendar months to the next year.
b) The restriction of participation in Inter University Youth Cultural Activities to a
period of one year more than the length/duration of academic course means that the
students pursuing a three year degree program (i.e. B.A., B.Sc., B. Com. etc.) can
participate for four years while a student pursuing four year programe (i.e. B.E., B.
tech. etc.) can participate for five years.
Note : Accompanists would preferably be the students, who will be given participation
certificates. However, outsiders may be allowed if suitable students are not available.
At the most 8 outsider accompanists are allowed, who will be included in the
contingent of 40. A student, who has participated in Solo events of the Inter-University
National Youth Festival for three years, would not be permitted to participate in the
UNIFESTS.
