GENERAL ADMINISTRATIVE INSTRUCTIONS FOR GNDU INTER COLLEGE
TOURNAMENTS (MEN AND WOMEN) 2023-2024
General Administrative Instructions are being issued for guidance of the college for
participation in Guru Nanak Dev University Inter-College Tournaments 2023-2024 which shall be
adhered to strictly by the colleges.
The amendments in game rules which are made by the International University Sports
Federation will be implemented in the Inter-College Tournaments 2023-2024.
Revised Eligibility Rules : The revised eligibility rules for participation in the GNDU Inter-College /
Inter-University / International University Games with effect from 2023-2024 will be as under :
a. Age limit of the student shall be minimum 17 years and maximum upto 25 years from the
current academic session.
b. A student may be treated as eligible to participate in National University Games / Inter-College
championships “On the day” the student completes 17 years of age during the academic year in
which he/she is admitted enrolled for a degree or diploma whose examination is conducted by
a university or college affiliated to university.
c. Further, an athlete may participate if he/she is less than 25 years of age as on 1
st
July of the
current academic year.
d. The college(s) shall be held responsible for any kind of ineligibility of the player.
Submission of Entry Form an Entry Fees:
For Guru Nanak Dev University Inter-College Tournaments, entries shall be sent on the prescribed
web portal online. Co-educational colleges, while submitting the entries online, should show the
strength of students separately for boys and girls and pay the entry fees accordingly. From this
session we have introduced the facility to submit the entry fees online on the inter-college web
portal in the college login page. After submitting the entry fees the college will have to send the
receipt of the payment via email at directorsportsg[email protected];
Eligibility Performa and Detailed Entry :
All the athletes have to register themselves on the inter-college web portal with their 13 digits student
id followed by other details as demanded. The athletes of autonomous colleges (Khalsa College,
Amritsar and KMV College Jalandhar) will register themselves with the old registration pattern.
The athletes will have the option to only select their game / games during registration.
The events will be selected and submitted by their respective college while submitting the
eligibility proforma.
After the approval of the Eligibility Proforma by the University, the colleges have to bring the hard
copy of the approved athletes duly signed and stamped by the Principal / HOD of the respective
college.
Objections / Not approved in Eligibility Proforma and Removal of Objections:
If there is any objection on the Eligibility Proforma submitted by the college, or there is any not
approved athlete, then it must be removed online on the portal before one day of the commencement
of the tournament, otherwise, player under objection shall, in no case, be allowed to take part in the
tournament. Make sure all the athletes are in the approved list of players for their respective games and
also must be present in the hard copy provided by the college.
Creation of 'B' Division
Men Section : 'B' Division shall be created only in Hockey, Football, Kabaddi (N/S), Volleyball,
Cricket, Handball, Badminton Tournaments having minimum entry of four teams. For qualifying for
'B' Division, enrolment of male students shall be below 900 students. The entry fees will be Rs. 5000/-
Women Section: 'B' Division shall be created in all team games having minimum entry of four
teams. For qualifying for 'B' Division, enrolment of female students shall be below 900 students. The
entry fees will be Rs. 5000/-
Entry Fees : If any college is participating in both men & women ‘B’ Divn. category tournaments
then the Entry fees will be Rs. 10000/- (5000 men and 5000 women).
Same if any college is participating in men & women ‘A’ Divn. category tournaments then the
Entry fees will be Rs. 20000/- (10000 men and 10000 women).
If any ‘B’ Divn. college wants to participate in ‘A’ Divn. inter-college tournaments, the college
has to pay Rs. 10000/- that is equivalent to the fees of ‘A’ Divn. inter-college tournaments. Also,
with the condition that the college will participate in ‘A’ Divn. inter-college tournaments in all
the games for the session.
Overall 'B' Division Women Championship: Overall Championship for 'B' division in Women
Tournaments shall be declared only if minimum five 'B' Division Inter-College Tournaments
organized during the year.
In all Individual games, no division shall be created.
If any college found participating in ‘B’ Divn., but the actual strength of that particular college
is equivalent to ‘A’ divn., all the positions of that particular college will be withdrawn and in
addition, one year ban will be imposed on its sports participation.
APPOINTMENT OF OFFICIALS
GNDUSC office shall appoint Officials/Referees from the panel of qualified officials for the smooth
conduct of inter-college competitions. Officiating charges and T.A for the knockout matches to the
officials and University observer shall be paid by the concerned colleges on equal sharing basis.
Observers for knockout matches in different games will be appointed by the office of the Directorate
of Sports.
PROTEST :
If, for any reason, a team wishes to lodge a protest, the team manager shall submit a written protest
along with remittance of protest fee of Rs. 1,000/- to the Official incharge of the tournament who shall
further inform the Secretary, GNDUSC within two hours after the conclusion of the match / event.
Such a protest must be confirmed subsequently by the Principal of the college concerned within 15
days (including protest day) and must be addressed in the first instance to the Secretary GNDUSC,
failing which the protest will be treated as null and void. Protest, so confirmed by the Principal must
be supported with documentary proof with regard to the ineligibility of player from appropriate
authorities. Protest shall not be considered valid until or unless it is supported with documentary proof
from the appropriate authorities. Protest fee shall not be refunded in any case.
It was duly passed in the GNDUSC, if any athlete found ineligible by the Directorate of Sports
office on the objection raised by the opponent college, the respective team in that team event and
individual player in that particular individual event will be disqualified and the result will be
revised. In addition to this, a cut of 10% marks will be imposed on the total marks claimed by
the college for the GNDU overall general championship trophy. Furthermore, if two or more
objections raised by any college are found null and void, a deduction of 5% marks will be
imposed on that particular college while calculating marks for GNDU overall general
championship trophy.
In any case, if the original documents of the player(s) are demanded, must be produced within time
given by office.
Absenteeism :
To avoid absenteeism of the players selected for the coaching camp for GNDU teams for inter-
university tournaments on medical grounds, the medical certificate issued by the Senior Medical Officer,
Guru Nanak Dev University, Amritsar shall only be the document to be entertained. Medical certificate
other than the university medical officers shall, in no case, be entertained and disciplinary action shall be
taken against such players and college team (s) as per GNDUSC rules.
Withdrawal of concessions / facilities :
The players who are selected for Inter-University / Khelo India University Games, do not report or
create indiscipline, and are availing fee and other concession etc from college / University Campus, the
facilities shall be withdrawn with immediate effect and the college’s inter-college position shall be
withdrawn as per GNDUSC rules.
SELECTION TRIALS:
Normally the athletes for the Inter-University camp are selected during the Inter-College competition.
But, if any athlete wants to give trials, he or she can report on the final day of the tournament.
If any individual does not qualify the qualifying standards of the previous year’s inter-university
competition, then he/she will not be sent for inter-university competition.
Every effort has been made to make these instructions clear. However, for any clarification, do
write to the office of the Directorate of Sports.
IMPORTANT INSTRUCTIONS
1 If an athlete has passed 10+2 class from other state board than Punjab, and there is gap year
between the year of his passing 10+2 and the year of getting admission in university, then it
will be mandatory for the athlete to upload and submit his senior secondary migration
certificate.
In case of Inter-University migration, an athlete can play inter-college competition on the basis
of ‘applied for’ registration but his migration and registration number must be submitted and
shown before the odd semester exams, otherwise the points for that particular inter-college will
be held up for overall general championship trophy.
2 The managers and coaches accompanying the team for inter-college tournaments (M&W) must
bring authority letter on their name from their respective college Principals, failing which at the
time of their match they will not be allowed to accompany their team.
3 The teams should report before 4 PM for any inter-college championship for accommodation
purpose. A security of amount Rs. 2000/- will be kept which shall be refundable after the
conclusion of the tournament and after detailed report of the accommodation in-charge.
4 All the Inter-College tournaments shall be conducted as per the technical and new rules
followed by the Federations / Associations in their respective games including the declaration
of the inter-college championship.
5 The venue and dates of Inter-College are subject to change.
6 While submitting the online Eligibility Proforma, the college must ensure the Athlete’s
Photograph and documents are properly uploaded, are readable and in proper format,
failing which they will be held ineligible and will not be approved by the University staff.
