No police department is large enough to keep a community safe on its own.
Effective crime prevention requires the active support of citizens and a partnership between police
and the community. The San Diego Police Department is dedicated to developing, building, and
maintaining community partnerships throughout the city. Our Community Policing efforts are the
foundation of those partnerships.
We accomplish our community policing strategy in a variety of ways but most can be put into four
categories:
I. Community Partnerships - The meetings we have to discuss public safety, crime statistics,
and quality of life issues.
II. Community Involvement - The events we participate in throughout the city to foster
community relationships. Our ride-along program is an integral part of this.
III. Community Outreach - The ways we provide awareness, education, and information to the
community about public safety, crime trends, and crime prevention.
IV. Community Givebacks - The volunteering and charity efforts we participate in inside and
outside our normal work hours.

Balboa Park Safety Meeting (3) - Meets monthly to discuss Balboa Park operations and citizen safety
concerns with park rangers and museum facility managers.
Barrio Logan Association Meeting (3) - Meets monthly with Barrio Logan community leaders to
discuss criminal activity that is occurring in the Barrio Logan community and Chicano Park.

discuss criminal activity that is occurring around local businesses in the Barrio Logan community.
Greater Golden Hill Planning Meeting (2) - Meets monthly to discuss current events and criminal
activity in the Golden Hill community.
Memorial Recreation Meeting (2) - Meets monthly with recreation managers and community
members to discuss current community recreation events, public safety concerns, and current
criminal activity that are occurring around the park and recreation center.
South Park Business Group (2) - Meets monthly with small local businesses to discuss public safety
concerns and criminal activity occurring in South Park.
Captain’s Advisory Board - A meeting held every other month as collaboration between Command
Staff and the community to address community policing, public safety, and quality of life issues.
City Department Meeting (6) - Meets every other week to discuss working together on issues in the
Downtown area. Meets with SDPD, City Council representatives, the City Attorney, Environmental
Services (ESD), Park & Recreation, and Neighborhood Resource Team (NRT).
Cortez Hill Community Meeting - Meets quarterly with local residents to discuss current events and
criminal activity occurring in the Cortez Hill community.
East Village Association (2) - Meets monthly to discuss criminal activity that is occurring around local
businesses.
East Village Residents Group (2) - Meets every other month to discuss criminal activity that is
occurring around residential buildings in the East Village area.
Gaslamp Quarter Association (3) - Meets monthly to discuss criminal activity that is occurring around
local businesses.
Gaslamp Quarter Association Special Events - Meets monthly to discuss how events impact the
Gaslamp area.
Little Italy Association (2) - Meets monthly to discuss business owners and residents to discuss public
safety concerns and current criminal activity that is occurring.
Little Italy Residents Association - Meets quarterly to discuss public safety concerns and current
criminal activity that is occurring in the area.

Safety Network Meeting (3) - This meeting is hosted by Downtown Partnership. It meets quarterly to
discuss public safety concerns and current criminal activity that is occurring on business properties.
Safety Taskforce Meeting (5) - This meeting is hosted by Downtown Partnership. It meets every other
week to discuss public safety concerns and current criminal activity that is occurring in the area. This
meeting is attended by: SDPD, Environmental Services (ESD), a Sheriff Deputy, MTS, a Deputy City
Attorney, and Mental Health Services to share safety information especially regarding transients and
the mentally ill.
Community Involvement
National Prescription Drug Take Back Day - Central Division CRO’s and DEA Agents set up a drop off
box in front of the substation and collected expired and unused drug prescriptions from community
members.
Warrior Foundation Freedom Station - Central Division CRO’s participated in the annual Warrior
Foundation Freedom Station, Christmas gift packaging event for wounded warriors.
Warrior Foundation Freedom Station - Central Division Patrol Officers participated in the annual
Warrior Foundation Freedom Station, Christmas decorating event at the wounded warrior’s recovery
center in the Balboa Naval Hospital.
Santa’s Village - The Central Division CRO, JST Officers, and RSVP members participated in this annual
event.
Community Outreach
Maker Faire - A SDPD community resource information booth was set up and crime prevention flyers
were distributed.
Wal-Mart Community Appreciation Day - A SDPD community resource information booth was set up
and crime prevention flyers were distributed.
Community Giveback
Thanksgiving Dinner Giveaway Event - Central Division Officers and Staff members distributed full
Thanksgiving Dinners to members of the community.
Tocumbo Snow Town - The Central Division CRO and RSVP members participated in this annual
community event in Barrio Logan. A SDPD booth was set up and popcorn, toys, and books were given
away to the children attending the event.

Alvarado Estates HOA meeting (3) - This is a monthly meeting held on the first Tuesday of every
month at 7007 Mission Gorge Rd at 7:00 pm.
Mission Valley Planners (3) - Held at the Mission Valley Library the first Wednesday of every month.
This is a board of property and business owners in the Mission Valley area.
College Area Community Council (3) - Monthly meeting held on every second Wednesday at the
College/Rolando library at 6600 Montezuma Rd. The meeting is held to discuss community issues
within the College Community.
Navajo Planning Committee (3) - Monthly meeting held on every second Wednesday at the Tiferith
Israel Synagogue 6660 Cowles Mtn. Blvd. This meeting discusses the general City planning, safety and
crime in the police beats of 321-322-323-324 and 325.
El Cerrito Community Council (3) - Monthly meeting held every 3

College Area Public Safety Meeting (3) - Monthly meeting held every 3

personnel to address the specific concerns of the College Community. General issues discussed are
quality of life related. 90 minute meeting with representatives from SDPD and SDSU PD.
College area Business Improvement District meeting (3) - Held every month on the 3

Wednesday of
the month to discuss business issues within the College Area. Commercial crime reporting is of
interest here.
Tierrasanta Community Council (3) - Monthly meeting held every third Wednesday of the month at
the Tierrasanta Rec. Center 11220 Clairemont Mesa Blvd. This meeting addresses community
concerns in the Tierrasanta area.
Del Cerro Action Council - Quarterly meeting held at the Temple Emanu-El, 6299 Capri Drive. The
meeting addresses the concerns of the Del Cerro Community.
Serra Mesa Community Council (3) - Monthly meeting held at the Serra Mesa library (9005 Aero Dr.)
This meeting addresses community concerns in the Serra Mesa area.
San Carlos Area Council - The group meets every odd month discussing crime and safety concerns in

the San Carlos community. The meeting is held at the San Carlos Library (7265 Jackson Dr.)
Allied Gardens Community Council - Every other month meeting held at the church located at 5106
Zion. This meeting is a “Town Hall” style meeting to pass information on to the neighborhood. Crime
stats and preventative measures are discussed.
College View Estates - This is a HOA group that meets every other month at community member’s
residence. They discuss issues within their community and crime stats are discussed.
Captains Advisory Board - Bi-monthly meeting held at SDPD Eastern Division. Various members of
the community (one from each beat) voice concerns to Eastern Division Command Staff. The input is
to assist in delegation of patrol assets to the community. Captain Freedman hosts this meeting.
Annual security meeting with Lincoln Military Housing - This meeting addresses the concerns of
Lincoln military housing in San Diego and the different security and law enforcement groups that are
affected by the housing areas.
Public Safety and Livable Neighborhood - This meeting lets us know what is going on in communities
outside of our own and provides with a better understanding of how resources and staffing are being
directed. This gives us the ability to better communicate the department’s mission and what they are
doing to support the citizens in our service areas. The meeting is held once to twice a month at the
City Council.
Mission Valley Mall - Pre-holiday meeting with Management and Security Staff at Mission Valley Mall
to discuss preventive measures during the holiday shopping season.
Mission Valley Planning - Meet with area business members and the Quality of Life Team to discuss
upcoming cleanup of the San Diego River.
Neighborhood Watch Meetings (5) - Lake Aldon, Lake Murray Blvd, Hemingway Ave, and Civita.
Speed Trailer (2) - Meet with Council Member Sherman’s office to discuss funding and
implementation of two speed trailers for Eastern Division.
Round Table with San Diego State Police - Round table with SDSUPD regarding campus and
community safety.
Meet with Council Member Sherman and Staff - Attended meeting to discuss implementation of
installing a fence along the exterior of Adobe Falls.

Juarez Elementary School (3) -Walking School Bus, promotes health and wellness of children in a safe
environment.
Allied Gardens Safety Event - Allied Gardens Recreation Center hosted a Safety Event.
Demonstrations were conducted by K-9 and Recruiting attended and setup a booth.
Muong New Year - Community Event where SDPD was invited to meet the community and get to
know the members.
Alvarado Estates New Year Event - Community block party where SDPD was invited to meet and
greet the community.
San Carlos Block Party - Fall event where SDPD met with members of the community.
Community Outreach

combat issues within the Mira Mesa and Miramar areas.
San Pasqual Community Planning Board - A meeting typically held every other month to discuss
issues and concerns within Lake Hodges, San Pasqual and the Safari Park.
Rancho Penasquitos Collaborative Group (2) - A monthly meeting during the school year consisting of
local high school, middle school, elementary school principals, school counselors, church leaders,
town council members, police/first responders to discuss issues, crimes, trends within the area of
Rancho Penasquitos.
Neighborhood Watch Meetings (3) - Meetings held in neighborhood communities to discuss public
safety and quality of life issues. Many neighborhood watch groups utilize Nextdoor.com as a conduit
of communication to address crime awareness and prevention.
Scripps/Mesa RSVP Foundation (3) - A monthly meeting with police, RSVPs and community members
to discuss concerns and issues within the Scripps Ranch, Miramar Ranch North, Rancho Encantada,
Mira Mesa and Miramar communities.
Scripps Ranch Fire Council (2) - Meeting to discuss emergency preparedness within Scripps Ranch.

Lieutenant Sharp along with representatives from the Miramar Air Station Provost
Marshal’s Office attended the IACP to accept an honorable mention/national award for our
interagency cooperation during joint training, critical incidents and seasonal special events.
Acting Captain Lara and Lieutenant Sharp attended the Open House at the Muslim
Community Center. There were over 100 citizens in attendance.
Community Relations Officer attended event hosted by Upper Deck who donated
thousands of trading cards to local law enforcement to give out to children.
Acting Captain Lara and Lieutenant Sharp met with the Provost Marshall of MCAS Miramar.
The Provost Marshall brought all of his command staff with him and discussions were
begun with regard to the upcoming Airshow in 2017.
Acting Captain Lara, Lieutenant Sharp, CRO Oliveras met with City Council District 6
Representative Luis Pallera and Chief of Staff, James Hauser to discuss the proposal of
implementing the “DOTS” (Designated online transaction space) at Northeastern Division as
a pilot program. A Press Conference and kick-off start date is scheduled for Wednesday,

“Coffee with a Cop” community event - Acting Captain Lara, Lieutenant Sharp, Sergeant P. Hall,
Community Relations Officers and RSVP Tim Belanger attended a local coffee shop for conversation
and coffee with community members.
National Coffee with a Cop” community event - Lieutenant Sharp, Community Relations Officers
and other officers attended a local coffee shop for conversation and coffee with community
members.
Rancho Bernardo Community Council’s annual Safety Fair - It was held at the Rancho Bernardo
Community Park. Captain Albrektsen, Lieutenant Stone, A/Sgt A. Santos, Community Relations
Officers and RSVPs attended the event. Community Relations Officers set up a booth providing safety

and crime prevention tips and Northeastern RSVPs provided child fingerprinting for the community.
2016 Law Enforcement Teddy Bear Drive - CRO Dragt, Officer G. Macphee, Officer G. Humphrey,
Officer R. Maciel, Diamond Gateway RSVP, Rancho Bernardo RSVP, Scripps Mesa RSVP, STAR/PAL, two
narcotics working dogs, San Diego Fire Stations 38 and 42 and USMC recruiting assisted with the
Teddy Bear drive located in the Chick Fil-A parking lot in both Mira Mesa and Carmel Mountain
locations. Hundreds of teddy bears and other stuffed animals were collected that benefit the children
at Rady Children’s Hospital.
Cookies and Cocoa with Santa - Sergeant Pat Hall attended the Cookies and Cocoa with Santa at
Hotel Karlan hosted by the Rancho Penasquitos Town Council.
Elementary School Holiday event - Acting Captain Lara, Lieutenant Stone, Sergeant Pat Hall,
Community Relations Officers, other Northeastern Division personnel and Councilmember Mark
Kersey assisted RSVP’s with the annual Santa and toy event at a local Elementary School. Marked
units along with Fire personnel provided an escort for “Santa” onto the school grounds.

Stranger Danger/safety presentations (5) - A safety presentation for local boy/girl scout troops. This
includes a station tour, safety presentation and child fingerprinting for the scouts and their siblings.
Active Shooter Drill - Acting Captain Lara and Lieutenant Sharp participated in an active shooter drill
at the Chabad Hebrew Academy. Lieutenant Sharp regularly meets with Rabbi Josef Fradkin to
discuss safety and security concerns on school grounds.

Carmel Mountain Plaza Trick-or-Treat event - Officers handed out thousands of Upper Deck trading
cards to children.

2016 Law Enforcement Teddy Bear Drive Presentation - CRO Dragt, Officer Gregg Humphrey, Officer
Gary Macphee and Officer Christina Aguilar participated in the Teddy Bear Drive presentation at Rady
Children’s Hospital. Northeastern Division delivered hundreds of teddy bears and stuffed animals to
Rady Children’s Hospital.
Christmas Spirit - Sergeant Franchina, CRO Oliveras, Detective Bozarth, Officer Macphee, Officer
Humphrey and Senior Admin Noemi Moore delivered a Christmas tree, gifts and complete
decorations to a Girl’s Group Home in Mira Mesa. They were very happy and appreciative of the

Community Partnerships
Captain’s Advisory Board Meetings (3) - Northwestern officers and command staff host a meeting
held every month as a collaboration with the community to address community policing, public safety
and quality of life issues.
Neighborhood Watch Meeting - Meetings held in a residence and community rooms to discuss
setting up a Neighborhood Watch groups and quality of life issues. Many neighborhood watch groups
utilize Nextdoor.com as a conduit of communication to address crime awareness and prevention.
Several neighborhoods in Northwestern Division are in the planning stages of starting new
Neighborhood Watch groups.
Miscellaneous Meetings (9) -As requested” meetings with community members, groups and
organizations.
Northwestern officers attended a community meeting with security leaders regarding
continued threats related to the Jewish Academy of San Diego located in Northwestern
Division during religious holidays and highly attended school functions.
Northwestern CRO attends four community planning board meetings to keep a constant open
line of communication open between active community members and the police department.
During these meeting, members are able to address issues related with their specific
communities.
Northwestern investigators attended the Impact Meeting at the Sheriff’s North County Coastal
Station and discussed regional issues such as car prowls, burglaries, or other series-related
events
Northwestern officers attended a citizens’ meeting and discussed crime prevention and home
protection. Information was given out to several residences in the Northwestern Division to
better help citizens protect their homes from burglary
Northwestern CRO attended a meeting with the security staff of a newly opened Fed-Ex
warehouse and shipping building. The meeting was focused on giving information and creating
awareness of crime treads and crime prevention techniques.

Northwestern Officer Power and CRO Philips have been working with Pacific Highlands Ranch
shopping center ownership and property management to raise awareness of potential crimes
and techniques to prevent these crimes. A walkthrough was conducted on site to make contact
with each store and speak with the individual management of all stores located in the shopping
center. Pacific Highlands Ranch is a growing center that will triple in size in the coming years,
this relationship between Northwestern Division and property management will insure the
safety of all patrons.
Northwestern JST Officers and CRO worked in collaboration with 4S Ranch Sheriff’s Office,
Target loss prevention and Del Norte High School administration to combat a growing
shoplifting trend at the newly opened Del Sur Target. With a combined effort these crime cases
have reduced in frequency.
Northwestern Command Staff and CRO attended a security walkthrough meeting with
members of a bio-tech company in the Sorrento Valley area. The meeting was designed to
make Northwestern Division aware of the sensitive material contained in the office and discuss
plans about crime potential.
Northwestern Command Staff and CRO met with City Council members and their staff from
Districts whom represent the communities under Northwestern jurisdiction. Command Staff
was able to speak on their plans and goals for the future and how City Council can assist in the
planning process.
Community Involvement
County Binge and Underage Drink Initiative - Members from the San
Dieguito Alliance and County Underage Drinking Initiative scheduled an interview with Northwestern
CRO to discuss juvenile related alcohol problems in the division. Information gathered during the
interview will be included in a San Diego County proposal to help several nonprofit agencies take an
aggressive stance on underage drinking and social host issues.
Better a Block - Northwestern Command Staff attended the Better a Block event held 61

with the support of Bayview Baptist Church providing resources to community members.
Community Outreach
Northwestern Station Tours (7) - Northwestern Officers conducted seven station tours for citizens
living in the division’s service area between July and September.
In-Home Security Meeting (3) - Northwestern officers provided information on how to prevent
residential burglaries.

Juvenile Services - Northwestern officers assisted several of the area high schools during the start of
school and national walk to school days to create a safe environment for all those attending.
Crime Prevention Presentation (3) - Officer Philips gave three hour-long presentations to citizens in
the community about crime prevention. Officer Philips in partnership with SDSO conducted one home
security checks with an emphasis on crime prevention.
Community Giveback
Special Olympics - Officer Philips attended monthly meetings with Special Olympics of Southern
California in preparation for Northwestern Officers participating in a law enforcement torch run
throughout the division. Law enforcement is one of the biggest donors in this fundraising event to
support challenged athletes nationwide.
Rady Children’s Hospital Teddy Bear Drive - Northwestern CRO attended the yearly Teddy Bear Drive
hosted by Rady Children’s Hospital. Officer Philips worked with Daughters of the American Revolution
to collect hundreds of teddy bears to give on behalf of Northwestern Division.
Holiday Giving - Northwestern Officers used donated funds by the Jerry Griffin Foundation to provide
gifts and holiday cheer to a very deserving family in the Northwestern Division. These gifts and a
Christmas morning visit from Northwestern Division Officers made a lasting impact on the lives of the
recipient family.

La Jolla Community Planning Association (3) - LJCPA meets once a month, works with businesses,
community members, the council office and the police department to make recommendations to the
City Council, on land use matters.

La Jolla Shores Association (3) - LJSA meets once a month working with Business and community
members as well as Lifeguards and Police to ensure the City of San Diego, the San Diego City
Council and the La Jolla Community Planning Association represent the best interest of the La Jolla
Shores community.
La Jolla Town Council (3) - The La Jolla Town Council is a non-profit, volunteer organization that
meets once a month serving residents and businesses and assisting the many visitors who enjoy “the
jewel by the sea”. The Council’s mission is to work proactively with the community, businesses and
police as a unifying voice on behalf of the entire La Jolla Community.
Bird Rock Community Council (3) - BRCC meets once a month to enhance the growth and
improvement of Bird Rock as a vibrant and diverse neighborhood. Including: Improving the quality of
life and economic well-being of Bird Rock residents, working with property owners, employees,
businesses and police to promote a safe and inviting village atmosphere and to maintain a healthy
business environment along La Jolla Boulevard.
Discover Pacific Beach Hospitality Task Force (3) - Monthly meeting. The Pacific Beach Hospitality
Task Force is comprised of bar, restaurant, and hotel owners and managers who are committed to
enforcing and promoting responsible hospitality practices in order to increase safety, reduce crime,
and enhance the Pacific Beach community. Our goal is to provide a forum of communication among
the Pacific Beach hospitality industry and the residents, law enforcement and local organizations in
order to promote a more secure and vibrant community.
Pacific Beach Town Council (3) - Meets once a month to provide a forum for the discussion of
community issues; to communicate the views of the community to the appropriate governmental
agencies; and to take action on community issues, specifically, but not limited to: the general
betterment and beautification of the community of Pacific Beach; the promotion of the welfare of the
residents of the community; the fostering of the cooperative efforts among the business people and
residents of the community for the mutual benefit; and the continued improvement of Mission Bay
Park.
Mission Bay Park Committee Meeting (3) - A monthly meeting. The Mission Bay Park Committee
meets once a month to advise the Park and Recreation Board on the development, utilization, and
policies regarding Mission Bay Park.
Mission Beach Town Council (3) - This council meets once a month to provide a forum for discussion
of community issues and communicate those views to the appropriate governmental officials and
agencies; and in appropriate circumstances, to act on community issues related to: Health, safety and
welfare of members within the community, civic and educational growth within the community,
beautification and cleanliness of the community, economic growth and environmental quality of
the community and the development of Mission Bay recreational area.

San Diego Regional Coordinating Mechanism (3) - Multi-agency partnership to combat boarder

Clairemont Town Council (3) - The Clairemont Town Council’s purpose is to promote the civic,
commercial, educational and cultural activities, as well as the general welfare of the community of
Clairemont. The objectives of the Council are to provide a forum for discussion of community issues,
take a stand on community issues as authorized by the membership, communicate community views
to the appropriate organizations, and sponsor programs that benefit Clairemont.
University City Community Association (UCCA) (2) - A non-profit (501C4) organization funded
through membership dues, which provides and promotes the civic, cultural, social, educational and
recreational development and improvement in University City (a neighborhood of San Diego, CA); and
provides a forum where the interests of residents may be expressed and contributions made to the
protection of life and property in the community.
University City Planning Group (2) - There has been long-standing citizen involvement in planning in
the City of San Diego. The City Council adopted policies in the 1960s and 1970s that established and
recognized community planning groups as formal mechanisms for community input in the land use
decision-making processes. Community planning groups (CPG) provide citizens with an opportunity
for involvement in advising the City Council, the Planning Commission, and other decision-makers on
development projects, general or community plan amendments, re-zonings and public facilities. The
recommendations of the planning groups are integral components of the planning process, and are
highly regarded by the City Council and by staff.
Neighborhood Watch Meetings (20) - Meets monthly at various locations throughout the division to
discuss all aspects of public safety and crime prevention.
Community, Police, and Code Enforcement Partnerships (11) - All three groups meets as needed for
solving on-going neighborhood nuisance problems. The issues range with illegal lodging, narcotic
activity, transients, and noise complaints.

National Prescription Drug Take Back Day - National Prescription Drug Take-Back Day is held to
provide a safe, convenient, and responsible means of disposing of prescription drugs, while also
educating the general public about the potential for abuse of medications. Don't leave old, unwanted
medicine sitting around your home. Dispose of it properly. All you need to do is drive into our
division's front parking lot and we will take your prescription drugs; no questions asked.
Red Ribbon Week - In the month of October, Northern JST Officer Robert Filley gave two “all-school”
assembly presentations at Cadman and Spreckels Elementary Schools. Officer Filley addressed the
students regarding Drug Awareness and Making Good, Healthy choices.
Islamic Center - The Islamic School of San Diego (7050 Eckstrom Av) requested an officer visit their
Preschool and Kindergarten classes, in hopes of building a better relationship with and understanding
the role of “The Police” in the community. On October 13

, JST Officer Florante Gonzales gave two
presentations regarding “Stranger Danger, Personal Safety and the Role of Police Officers in the
Community.”
Community Giveback
Adopt a Family for Christmas - JST Officer Robert Filley coordinated the annual Northern Division
“Adopt a Family for Christmas.” Officer Filley selected, via his elementary school contacts, two
families who were in great financial need. With the assistance of donated funds, Northern’s JST
purchased and provided the two families with several wrapped Christmas gifts and boxes of canned
and frozen food. On December 21

unsuspecting families.
Shop with a Cop - Northern Division’s JST Officer Florante Gonzales coordinated the Division’s

Teddy Bear Drive - Northern Division’s Juvenile Services Team organized the collection of teddy bears

Alcott Tree - This is an opportunity for officers to give back to the under privileged children that

organization.
In November, Southeastern CROs attended the Lincoln Military Housing meeting. In this
meeting we collaborated with various agencies and discussed the issues we are facing on
military housing property. We also discussed some solutions to those issues.
In November, Southeastern CROs along with Marsha Lyons, we attended a recertification for
the Crime Free Multi Housing celebration for the apartment community located at 4418
Mayberry Street.
In December, Southeastern CROs met with the Oak Park Community security team and
discussed some issues and resolutions for the issues they were facing. We plan to have a
follow-up meeting in January.
In December, Southeastern CROs met with Channel 10 News staff and gave a safety
presentation because they had a person trespassed on their property and threatened a staff
member.
Community Involvement
Haunted Station - Southeastern CROs along with JST organized the 2
nd
annual Haunted Station at the
Southeastern Substation on Halloween from 6-9pm. We worked with some students from San Diego
School of Creative and Performing Arts to decorate and play roles in the Haunted Station and help
hand out candy.
Better A Block - Better a Block is an event where we work with churches, community groups or
organizations to have essentially a block party. This includes a play area for the children, food, music,
and resource booths. This is an effort to better the relationship with the community and empower
the community in high crime areas. In November, we worked with New Seasons Church and One San
Diego. We handed out 500 turkeys to the residents in the community.

Gun Exchange - Southeastern CROs assisted and attended the Gun Exchange event. We worked with
UAAMAC, Sheriff Department, and the DA’s Office for this event. Residents brought in handguns,
rifles, shotguns, and some assault rifles in an exchange for gift cards or a new skateboard with no

Community Giveback
BPOA/Southeastern Thanksgiving Dinner Drive - Southeastern CROs worked with BPOA (Black Police
Officers Association) with organizing and handing out 70 plus Thanksgiving dinners and pies for
preselected families in the division.
JST Christmas Luncheon - Southeastern Juvenile Service Team (JST) held a Christmas Luncheon for
preselected kids and families within the division that may have fallen on hard times. Southeastern
CROs assisted JST with this event. It was held at the George Stevens Senior Center. These families
also received various gifts, presents, and some bicycles.

Outlets at the Border Meeting - Southern Division Officers and Outlets at the Border staff met to
discuss wildcatting concerns, crime trends in the area and to collaborate on addressing ways of

San Ysidro Chamber of Commerce Board Meeting - Southern Division Officers attend the monthly

Southern Division Code Partnership Meeting - Southern Division Community Relations Officers meet

on a regular basis with City of San Diego Code Compliance Inspectors and a Deputy City Attorney to
strategize and address quality of life issues as well as nuisance properties within the division.
Southern Division Community Safety Meeting - Southern Division uses this meeting to educate the
public on various topics which affect them directly.
Law Enforcement Torch Run Point of Contact Meeting (2) - Southern Division CRO’s attended the
LETR for Special Olympics to strategize on fundraising events that can be held to raise awareness and
funds to support Special Olympics Athletes.
1010 Outer Road (EZ-8 Motel) - The EZ-8 Motel has been a nuisance property and a drain on
Southern Division Resources for the last two years. Southern Division CRO’s have recently met with
the property management and the City Attorney’s Office in order to place the owner on notice of the
concerns. The City Attorney will be conduction a follow-up meeting with the management regarding
the recommendations discussed during the meeting. The EZ-8 Motel is in the process of being
certified and trained under the Crime Free Multi-Housing program.
Local Business Owners meetings (2) - Southern Division staff met with local business owners to
discuss criminal activity concerns and problem-solving ideas.
Captain’s Advisory Board Meeting (2) - The Captain’s Advisory Board is a community advisory board
that meets every other month allowing for community members to voice their input. The Southern
Division Captain and officers organize the meeting as a means to strengthen community and police
relationships.
“Rise Up as One” Music Concert Meeting - Media Company, Univision, hosted a free music concert at
the CBX (Cross Border Express). SDPD partnered with the company to ensure the event was carried
out without affecting the local businesses and traffic.
Robert Egger Park Candy Cane Lunch - The Park organized the event where Santa Claus arrived on a
Fire Engine greeting local children. The children were provided the opportunity to interact with Santa
Claus, fun activities, and lunch. Southern Division officers interacted with the staff and community
children during the event.
Casa Del Sol Food Bank (3) - Southern Division staff, attended and assisted in distributing, assisting
with crowd control and interacting with program participants. Casa Del Sol distributes food to
underserved, Southern Division Community Members.
Helping Hands Food Bank - Southern Division staff, attended and assisted in distributing, assisting
with crowd control and interacting with program participants. Helping Hands, a San Ysidro community
organization distributes food to underserved, Southern Division Community Members and is held
monthly at the Cesar Chavez Recreation Center.

Montgomery Waller Park-Snow Day - The Park hosted the yearly Snow Day event. A company
donated snow where children could sled down the snow. Southern Division officers attended the
event and coordinated to have Santa Claus land at the park via SDPD’s ABLE. The event was well
attended by local community members.
Casa Familiar Posada Event - Casa Familiar hosted a posada, a traditional holiday event open to the
community. Southern officers participated during the event and interacted with community
members.
Hearts and Hands/Converse Shoe Giveaway - Hearts and Hands partnered with Converse and pre-
selected local children in need of new shoes. During the event, Southern Division officers interacted
with the children and the families. Santa Claus was in attendance and food was provided to the
families during the event.
Our Lady of Mount Carmel Church - The Church held a procession during the morning and evening in
celebration of the Virgin de Guadalupe. Southern officers participated by leading the processions.
Coffee with SDPD Southern Division (2) - Southern Division hosted two “Coffee with the Command”
events in Southern Division. This provided community members an opportunity to interact with
officers from Southern Division as well as being a resource, provide crime prevention tips and crime
statistics to the attendees. The YMCA hosted one of the events in partnership with SDPD.
Girls Squad Mentoring Program (4) - Southern Division female officers launched the Girl Squad
mentoring program. Nine local school girls, have participated during events held at the Southern
Division Substation. The girls and Southern Officers participated during a hike at Cowles Mountain as
a team-building experience. The program will continue through the school year and the officers and
students will participate in different activities on a monthly basis.
Toys for Tots Toy Giveaway (8) - Several community organizations including: the Rock Church,
Montgomery Waller Park, Vista La Rosa Apartments, Robert Egger Park, the YMCA, Cesar Chavez Park,
Casa Familiar in partnership with San Ysidro Middle School, and Silver Wing Park participated in the
Toys for Tots Toy giveaway. Southern officers attended all events and helped out by wrapping gifts,
handing out gifts, and dressing up as Santa Claus for some of the events. Toys were distributed to
several local families in need.
Cesar Solis Park Dedication Event - Councilmember David Alvarez’s office held a groundbreaking
ceremony for the Cesar Solis Park. Southern Division Officers were in attendance during the event.

headquarters. Southern officers along with several other law enforcement agencies attended.
Officers received merchandise to hand out to children during Halloween.
Halloween events (5) - Several organizations including: Silver Wing Recreation Center, Casa Familiar,
Cesar Chavez Park, Montgomery Waller Park, and the Southbay Recreation Center hosted Halloween
themed events for the community. Southern Division officers were in attendance during all events.
The interaction varied from giving away stickers to judging costume contests.
Casa Familiar “Dia de los Muertos” - Casa Familiar hosted a “Dia de los Muertos” (“Day of the Dead”)
community event. The event is a yearly cultural tradition where families can honor and remember
loved ones that have passed away. Southern officers were in attendance which provided an
opportunity to interact with community member as well as judge the “Catrina” (“Fancy Lady”)
costume contest.
Hearts and Hands Event - Hearts and Hands held their annual fundraiser. Captain Tai was in
attendance.
Gun Buyback - Southern Division, in partnership with Casa Familiar and the District Attorney’s Officer, held
their second Gun Buyback event at the Ocean View Church. Southern Division Command Staff and officers
attended the event. 48 weapons were collected in exchange for gift cards (donated by the District Attorney’s
Office).
Community Outreach
Councilmember David Alvarez Resource Fair - The Councilmember’s office held a Community
Resource/Holiday Fair at the Coronado Terrace Apartments. Southern officers were able to interact
with local residents and share resources and information.
Chinese Delegation People’s Republic of China, Exit/Entry Administration Bureau of the Ministry of
Public Security (MPS) - The group visited the Southern Division Administration to discuss border
crimes, illegal immigration and the SDPD’s collaboration with CBP. Southern officers facilitated the
meeting. This meeting included a tour of the border area as well as a briefing from CBP

Administration.
DEA National Prescription Drug Take Back Day - Southern officers partnered with the DEA and Kaiser
Hospital to facilitate this event. Community members were able to drop off unwanted prescription
drugs at this location.
Southern Division’s First “Cookies with Santa” Event - Southern Division hosted their first “Cookies
with Santa” event at the station. Southern Division officers dressed up as Santa Claus and McGruff
the Dog. The event was held as an opportunity for families to take pictures with Santa Claus.
Hometown Buffet donated cookies for the event. Several families stopped by for the event. The
children were also given a toy.
San Ysidro Women’s Club -The San Ysidro Women’s Club is an organization that assists community
members. The club hosted a Teddy Bear Giveaway at a local school for local children.
Community Giveback
“Light the Night” Fundraising Run - Southern Division officers and a member of the Girl Squad
mentoring program participated during the annual fundraising event organized by the Crime
Stoppers.
Special Olympics Fundraiser - Southern Division officers participated during the “Tip a Cop”
fundraiser held at the Red Robin restaurant in National City. The proceeds would benefit the Special
Olympics organization.
Southern Division’s First Halloween Candy Giveaway - Southern Division hosted their first Halloween
candy giveaway in front of the substation. Southern officers gave out candy and Upper Deck trading
cards to approximately 80 children.
Thanksgiving Dinner (2) - Southern Division staff partnered with community organizations, Casa del
Sol and Casa Familiar to assist during their yearly Thanksgiving Dinner events. These organizations fed
many under represented community members.
Southern Division Toys for Tots Toy Distribution - Southern Division hosted their own Toys for Tots
toy distribution at Montgomery Waller Park. Approximately 34 families were provided with
refreshments, toys and a visit from Santa Claus and Mrs. Claus. Southern Division staff interacted
with the families and children during the event.

Southern Division Family Adoptions - Southern Division officers adopted a family in-need, a mother
and about eight of her children. They provided breakfast at Coco’s restaurant and toys for the
children. Southern Division officers also adopted two single-mother-families. Officers provided each
family with gifts for the children, a Christmas tree, including decorations and a gift card worth $60.00
to Northgate Supermarket.

Linda Vista Crime Prevention through Environmental Design - CRO’s met with the Pastor of a local
church and discussed recent crime trends in the area and offered crime tips.
Linda Vista’s Bayside Community Center Community Meeting - CRO’s were invited to give safety and
security tips for Linda Vista community members and Neighborhood Watch participant. CRO’s
offered some strategies on how to keep themselves safe and report crimes to dispatch. We discussed
CPTED, LOA, and useful websites like crimemapping.com.
Community Resilience Meeting - A community resilience meeting on gangs was hosted by CRO’s, USD
Professors, One Linda Vista Representatives and Leaders of Turnaround Youth Program. The meeting

had approximately 50 citizens in attendance. The spark of the meeting was due to recent gang
activity. CRO’s answered questions related to crime trends and crime reporting, followed by a public
question and answer session.
Hillcrest Business Facility Preventative Meeting - CRO’s met with the owner of the dance studio to
discuss crime trends and identify chronic disturbances. The team discussed strategies to improve the
safety and security of the dance studio and staff.
Lincoln Military Housing Management Meeting - Western CRO’s met with Point Loma Military
Housing management team from Liberty Station and Gateway to discuss crime treads and concerns.
Business Facility Preventative Meeting - CRO’s met with Motel 6 management and security.
Concerns from the business ranged from homeless loitering issues, recent crimes and how to properly
report law enforcement incidents.
Hillcrest Office Security Meeting - Due to trespassing homeless individuals a local dentist office
requested a meeting with the owners and for a Crime Prevention through Environmental Design
(CPTED) survey.
Linda Vista Bayside Community Center Meeting - CRO’s were invited to listen and take notes on
community concerns from the citizens of the Linda Vista Community. Information was gathered to
assist the Linda Vista Community.
Linda Vista Community Discussion - Bayside Community Center hosted a discussed concerning with
local gangs. The group came together to discuss service outreach and education to families affected
by the gang culture.
Hillcrest LGBT Community Center Meeting - CRO’s met with employees of the LGBT community to
discuss upcoming events, crime trends and community concerns.
Linda Vista Citizen Input Meeting - Hosted by Bayside Community Center Western Division’s CRO’s
attended to hear what concerns weigh heavily upon the diverse citizens who reside in Linda Vista.
Hillcrest Condo Building Security Meeting - Due to recent thefts and trespassing by homeless
individuals a local condo association requested a meeting with the CRO’s and for a Crime Prevention
through Environmental Design (CPTED) survey.
Liberty Station Neighborhood Watch Program - CRO’s meet with concerned citizens and business
owners to start a new Neighborhood Watch Group in Liberty Station.
Linda Vista Business Facility Preventative Meeting - CRO’s met with Skate World property managers,

CRO’s explained the difference between private property and city easement.
Marston Hills Emergency Block Meeting - The CRO’s met with the community members to hear their
concerns and provided assistance with personal safety and how to partner with the department to
address the individual. The outcome of the meeting was the arrest of the subject for crimes
committed.
Community Involvement
Coffee with Cops - In conjunction with the nationally advertised event Western Division hosted
“Coffee with Cops”. The outreach was extended to all of the communities we serve, and residents
from all communities attended discussing concerns, asking questions of just attended to thank the
officers for their service.
Ocean Beach Town Council Annual Awards Dinner - Attended by the service area Lieutenant and
CRO’s this awards diner recognizes the council’s board and members of the community who have left
a positive impact upon the community of Ocean Beach. The event is also the time the next year’s
board is sworn in by Western Division’s CRO’s.

San Diego Republican Women Event - Extra patrol and attendance was requested by the SD
Republican Women’s Organization due to the current highly charged political atmosphere. The events
guest speaker was Brigitte Gabriel and for security concerns and extra patrol the division’s CRO’s were

ABC Youth Foundation Community Punch Out - SDPD showed their support of ABC’s mission by
hosting the kick-off boxing session in front of Police Headquarters. Western Division CRO’s
participated in punching out racism, gang violence and distrust of the police.
School Safety Patrol Holiday Party - Western Division Juvenile Support Team (JST) helped coordinate
and host the Annual School Safety Patrol for all of the 5

Korean Calvary Church Celebration - Head pastor of the church invited SDPD Chief Zimmerman and

Ocean Beach Elementary Reading Event (2) - CRO’s assisted JST Officers by reading books to a class of
kindergarteners. CRO’s presented LE educational information and took questions.
Hmong New Year Celebration Event - Attended by Chief Zimmerman and Captain Connelly as invited
guests to celebrate the Hmong New Year.
Ocean Beach Holiday Parade - Chief Zimmerman and Service Area Lieutenant Wadhams walked in
the Ocean Beach Holiday parade.
School Safety Award Ceremony - Attended by Captain Connelly to recognize students being awarded
for their accomplishments over the past semester helping to provide safe cross walks at schools for
other students.
Linda Vista Recreational Center Board Meeting Holiday Party - The LV Rec Board invited Captain

Turnaround Youth Program - Leaders of Turnaround Youth Program and CRO’s held a joint meeting
with young students and their parents. Parents were given strategies on how to work with potential
behavioral issues.
Point Loma Crime Prevention through Environmental Design - CRO’s meet with the EF International
Language Center’s Dean of Students and the security team due an increase in bicycle thefts and local
area resident’s complaints against their students. CRO’s offered some strategies to alleviate theft,
loitering, vehicle tampering and trespassing. CRO’s discussed CPTED, LOA, and useful websites like
crimemapping.com and Next-door.com.
Station Tour/Meet and Greet - At the request of a mother, her four year old daughter was given a
tour of the department and had the opportunity to meet several police officers.
Mission Hills Crime Prevention through Environmental Design - CRO’s were asked to perform a
Crime Prevention through Environmental Design survey for a 100 Unit condo complex. The citizens
had a recent encounter with a peeping homeless person. CRO’s offered some strategies to alleviate
loitering and trespassing associated with the homeless population.
Mesa College Parenting Presentation (2) - Discussion educate parents on infant/child car seat safety
and the danger of leaving children inside a car during a warm day. All parents were given
informational handouts referencing our safety discussion. Questions and answers were exchanged
and solutions were given.
Carrera Middle School Student Project - Students from Carrera Middle School interviewed the CRO’s
for their CSPAN school video project.
Emergency Evacuation Presentation - CRO’s assisted a citizen who is preparing a presentation and
college campus Emergency Plan with tips and resources on emergency evacuations.
Religious Institution Crime Prevention through Environmental Design (2) - CRO’s met with the Pastor
to conduct a safety survey to address recent entries by homeless subjects who were then found
sleeping on the property.
Lakeside Life Lessons School Presentation - Western Division’s CRO Officer Pinon was invited to
speak with 1

graders on the importance of giving back to the community. The class had collected
recyclables, turned it into cash, and then purchased snacks.
Old Town Crime Prevention through Environmental Design - CRO’s were asked to perform a Crime
Prevention through Environmental Design survey for several Old Town businesses. The business

Women’s Shelter Food and Toy Delivery - Western Division’s CRO’s partnered with the Ocean Beach
town Council by delivering Christmas food and toys to a battered women’s shelter. The delivery
supported 11 families and 16 children.
Ocean Beach Christmas Tree Delivery - Western and Traffic Division officers assisted the Ocean Beach
Town Council and Main Street Association with the annual Ocean Beach Christmas Tree delivery.
Shop with a COP - Western Division’s CRO and JST officers participated in spending some time with
amazing and deserving children from our community to shop with a cop for their favorite toys.

US Attorney’s LEAD Program Meeting - We attended a meeting with the US Attorney’s office. They
have asked to partner with SDPD K9 in their community outreach efforts. We had them out to our
facility about a week later to give them a tour and demonstration and to discuss how our partnership
could benefit both of our organizations.
Allied Gardens Kiwanis Club - We attended the Allied Gardens Kiwanis Club meeting along with
members of VCA and the San Diego Police Foundation to discuss our ongoing relationship.

Surf Dog with Helen Woodward Animal Center - We partnered with the Helen Woodward Society in
a fundraiser event at Surf Dog. We provided a static display for the public as well as a dynamic
detection demonstration.
Grantville Summer Concert - We attended the Allied Gardens-Grantville end of summer concert
series event along with SWAT and Recruiting.
Big Boys Toy Show - We did two dynamic demonstrations for the Mighty 1090’s Big Boy Toy Show
event at the cruise ship terminal.
Gaslamp Holiday Pet Parade - We attended the 9

a static display for attendees to see the equipment we use, talk to a handler and see the police dog.
We gave a presentation on stage and did a detection demonstration. Officer Edwards’ dog Oscar was
given an award for his years of service to the city and the team marched in the parade.
School Safety Patrol - We provided three separate tours to JST officers and members of the School
Safety Patrol who are vying for the position of Colonel.
Safety Fair - We attended the safety fair in Eastern Division in Allied Gardens.
Children’s Hospital - We provided a static display at the Ride for Children fund raiser for Rady’s
Children’s Hospital at Qualcomm Stadium.
Fall Festival - We provided a static display as well as conducted a detection demonstration in
Northwestern Division for the Santaluz Octoberfest event.
San Diego Police Foundation Tour/demo - We provided a tour and demonstration for the
owner/operator of Posh Paws, a local business owner. She brought several clients who are interested
in becoming involved with the Police Foundation and supporting our efforts.
FACES Charity Golf Tournament - We attended the FACES golf tournament. We began the event by
addressing the attendees and giving them a brief discussion about what we do then did a dynamic
demonstration.
Open House - We attended the Mid-City Division open house celebrating their anniversary in the
neighborhood and provided a static display.
FOX 5 Promotion - We did a promotional spot on the Fox 5 morning show for the upcoming Gaslamp
Holiday Pet Parade.

Community Partnerships
San Diego Juvenile Interagency Group - A monthly meeting aimed at dispersing up to date
information related to juveniles and the law across San Diego law enforcement agencies.
Shop with a Cop Committee (2) - A monthly meeting with agency representatives for the planning of
the 2016 Shop with a Cop event. STAR/PAL is responsible for coordinating the 300+ youth participants
by working with school counselors and officers from throughout the County for referrals.
Community Involvement
Mentoring Youth for Tomorrow (40) - A daily afterschool event (Mon-Thur). Mentoring Youth for
Tomorrow (MYT) is a program that enables inner-city youth the opportunity to take part in a
mentoring program with volunteers, law enforcement officers, and students from SDSU and UCSD. It
includes homework assistance, athletic activities, educational field trips, and recreational
opportunities, all with positive mentorship that includes law enforcement officers working directly
with youth. This program is held on-site at the STAR/PAL Center to serve youth in Mid-City Division.
Making Changes (18) - The Making Changes program is a year-round, 40-session program that brings

youth, law enforcement, and volunteer mentors together for a civic engagement based curriculum,
designed to educate high school teens about the importance of making positive life decisions and how
these choices can impact their lives, their communities, the nation, and even the world. This program
hopes to promote awareness about the importance of one’s actions and the potential these actions
have to make positive change. This program is held on-site at the STAR/PAL Center to serve youth in
Mid-City Division.
Teen LEAP (Leadership, Empowerment, Awareness Program) (18) - Teen LEAP is a 30-session
curriculum led by STAR/PAL officers that encourages youth participants to develop as effective
leaders within their schools and communities. By engaging teens in new experiences including
volunteering at retirement homes, community revitalization projects, and various outdoor excursions,
this program strives to promote awareness about community issues as well as provide young adults
with the tools to address them through leadership and civic engagement. This program is currently
taught on campus at Gompers Preparatory Academy in Southeastern Division and Crawford High
School located in the Colina Del Sol neighborhood in Mid City Division.
InterACTion (14) - InterACTion is a 10-session program that brings law enforcement officers and
teaching artists from the La Jolla Playhouse together inside the classroom to address pressing issues
such as crime, gang violence, self-expression, and the dangers of drugs with high school teens in a
unique and non-threatening way. Through a partnership with the San Diego Unified School District,
the program is currently taught at Crawford High School in City Heights, and is designed to assist
students in learning the necessary tools to make positive life choices, using theater as a medium to
communicate about the struggles they face each day.
Junior Chargers Training Camps (32) - STAR/PAL officers, with the support of the San Diego Chargers
and NFL Play 60, run a series of Junior Chargers Training Camps each year throughout the County of
San Diego. Each camp gives 100 youth participants (ages 8-14) from various communities the
opportunity to run football drills with public safety volunteers. At the camps, youth not only learn
about the basics of football but also hear from Chargers players and law enforcement officers about
the importance of a healthy lifestyle through exercise and following academic goals. In addition, this
program promotes positive interaction between youth and local law enforcement officers in a team
sport environment.
Padres Baseball Clinics - STAR-PAL officers, in partnership with the San Diego Padres, offer youth
baseball camps at several local parks and recreation centers and school sites in underserved
communities throughout greater San Diego during the spring and summer months. These two-day
camps expose hundreds of boys and girls to the game of baseball while emphasizing the importance
of academics, healthy choices, and fitness. In addition, this program promotes positive interaction

between youth and local law enforcement officers in a team sport environment.
San Diego Chargers Games (California Police Youth Charities) (2) - In partnership with California
Police Youth Charities, STAR-PAL officers take 8 underserved youth to experience a San Diego
Chargers game. Event includes a BBQ for the youth in the tailgate area at Qualcomm Stadium.
Don’t Be a Bully High School Conference - Youth from STAR-PAL's Making Changes program attended
this conference at San Diego High School. Several topics were covered by local law enforcement
agencies for youth from surrounding communities. The topics ranged from drug and alcohol abuse,
juvenile law, and teen safety. STAR/PAL in partnership with the Probation Department held an Ask
Me Anything session where youth and their parents could ask law enforcement officers anything
they wanted. These sessions were open to the public and were aimed at providing information to
youth and their families in a safe and constructive environment.
High School Youth Leadership Summit - Youth from STAR-PAL's Making Changes program attended a
conference at the County Office of Education. It was filled with team building activities, making new
friends, speakers from around the world, interactive presentations, and leadership skills that can be
taken back to the participant’s schools with the goal of helping them be the change, empower others,
and make the world a better place.
How the Grinch Stole Christmas at the Old Globe - Each winter, 600 youth from Title 1 elementary
schools across the City and County of San Diego attend a production of The Grinch at the historic Old
Globe Theater in Balboa Park. Thanks to the Old Globe Theater, Audrey Geisel, and the San Diego
Unified School District Police Department, these youth attend the performance with Law Enforcement
Officers, as well as officers from STAR/PAL. After the play, the kids enjoy their picnic lunch in beautiful
Balboa Park. This program introduces children to the joy of theater, as well as provides a positive
interaction with law enforcement.
Fishing Derby - In October STAR/PAL held their 26th Annual Fishing Derby at Chollas Lake for 194
underserved youth from surrounding neighborhoods in City Heights and Southeastern San Diego.
Participants visited a variety of learning stations where they were taught the fundamentals of lake
fishing presented by volunteers from the Department of Fish & Game as well as various public safety
agencies and community groups. Law enforcement officers, firefighters, and other volunteers come
out each year to help with this fun-filled event. After enjoying a BBQ lunch, youth participants took
home new fishing poles, t-shirts, prizes, and anything they caught that day.
Student Attendance Review Board Home Visits (2) - STAR-PAL officers, in partnership with school
officials hold hearings and work with students who have attendance issues and problems in school.
The student is placed on a contract to improve and is monitored by the school. If the student does
not improve STAR/PAL officers attend hearings and conduct home visits to provide additional
information to the parents and the student working to address issues preventing the student from

being in school.
STAR/PAL Holiday Luncheon for STAR/PAL Youth - STAR/PAL hosted a luncheon to bring STAR/PAL
youth and law enforcement officers together for a meal and some mentorship for the afternoon.
They ate lunch, played games, and had friendly competitions all while working in a casual
environment that opens dialogue.
1 Million Punches from the Heart - STAR/PAL participated in an event to punch out violence. The
event was held at San Diego Police Headquarters and was put on to bring the community and law
enforcement together to encourage dialogue in an effort to prevent and reduce violence throughout
the city. Participants were asked to punch heavy bags for 60 seconds, making a visual statement to
support “punching out racism, violence and mistrust of the police.”
STAR/PAL SeaWorld day - STAR/PAL staff members took local youth to SeaWorld for a day of
education and fun. SeaWorld provided tickets and the opportunity for officers and underserved
youth to learn about water safety, conservation, water pollution, and a variety of marine life and its
importance to our ecosystem. The day was spent partnering and interacting with law enforcement
mentors.
Everywon 5k - STAR/PAL youth and staff members participated in a 5k where the proceeds generated
went to help local non-profit organizations and STAR/PAL was one of the beneficiaries. STAR/PAL
purchased new running shoes for 35 STAR/PAL youth who wanted to participate in the 5k. They
trained with the youth in our afterschool program for several weeks working on their endurance.
Their training and dedication culminated in the 35 STAR/PAL youth running alongside law
enforcement officers and citizens in a fun and meaningful race.
Community Outreach
STAR/PAL Open House - STAR/PAL held an open house at the STAR/PAL facility in Colina Park.
STAR/PAL employees, both civilian and law enforcement, and several of the long term STAR/PAL
youth hosted the public and business partners at the open house taking them on tours of the facility
and providing presentations on the various STAR/PAL programs. STAR/PAL provides a diverse set of
programs that are based on leadership, empowerment and education as well as offering sports camps
and outdoor activities. STAR/PAL’s mission is to bring youth and law enforcement together today to
build safer communities tomorrow.

Presentations at local schools and CBOs (5) - Presentations by STAR/PAL Officers for at-risk youth
covering issues such as making positive life choices, bullying, bike safety, improving self-esteem, and
information about the law as it relates to juveniles.
Chick-Fil-A Teddy Bear Drive (2) - STAR/PAL participated in the Teddy Bear Drive where local first
responders put up displays of vehicles and programs to reach out to the community and to collect
teddy bears to support Rady Childrens Hospital. STAR/PAL officers helped to involve the community
with law enforcement officers and also to provide information and access to STAR/PAL programs
aimed at youth in the area while collecting teddy bears in support of Rady Children’s Hospital.
Community Giveback
IIAB Golf Tournament Beneficiary Event - STAR-PAL was selected as a beneficiary charity of this golf
tournament hosted by Independent Insurance Agents and Brokers. STAR/PAL staff members and
STAR/PAL youth were on hand to learn about golf and to provide information about STAR/PAL
programs and their outreach.
Light the Night 5k - Light the Night is a 5k walk/run to support partnerships between local
communities and law enforcement in an effort to fight crime. STAR/PAL staff members worked an
informational booth at the 5k put on by Crimestoppers to reach out to the community to talk about
our programs and to recruit underserved youth.
Mid-City Division Face Lift - STAR/PAL youth and staff participated in a rejuvenation of an area in City
Heights where they planted new trees and plants, painted houses, cleaned up trash, and painted over
graffiti. The STAR/PAL team worked with the youth and other community members to renew and
beautify the neighborhood.
San Diego Regional Law Enforcement Teddy Bear Drive - STAR/PAL participated in the annual law
enforcement teddy bear event at Rady Children’s Hospital. The event was a culmination of the year’s
teddy bear drives in support of the hospital and all the families they serve. Law enforcement agencies
and civilians come together to present teddy bears and toys to the hospital which are distributed to
children and families throughout the various wards, wings, and programs.
Shop with A Cop - Over 300 uniformed officers volunteered their time and partnered with a deserving
child for a fun-filled day at the 23rd annual “Shop with a Cop” event on December 3, 2016. Youth
participants, selected by STAR/PAL from local elementary schools by counselors and teachers as well
as officer referrals, and their law enforcement companions will enjoyed breakfast and a private
animal show at SeaWorld before embarking on a $150 holiday shopping spree at Target.

Crime Stoppers - San Diego County Crime Stoppers Inc. provides three ways that the public can
submit tips anonymously to report on felony crimes; they can call a tip line (888) 580-8477, submit a
tip via the website or send a text tip from their phone. Crime Stoppers combats the three major
problems law enforcement faces in gathering information; fear of reprisal, apathy, and a reluctance to
get involved. San Diego County Crime Stoppers Inc. overcomes these challenges by providing citizens
a safe way to anonymously report crime and rewards citizens for tips leading to a felony arrest.
Community Partnerships
Violent Loss Support Group Meetings (3) - A monthly meeting to provide support and resources to
families of violent crime victims.
Community Involvement
Light the Night Against Crime 5K - The 30

annual 5K took place at NTC Park in Liberty Station. The
purpose of this event is to raise funds for the felony reward program and to fund various community

projects throughout San Diego County. There were over 1,700 attendees at the event.
School Fairs - An “as requested” event to attend school fairs throughout the county in an effort to
promote the Crime Stoppers program.
Candlelight Vigils - An “as requested” event to show support for families of violent crime victims and
to provide resources via the Crime Stoppers Program.
Crime Stoppers Enough is Enough Annual Luncheon - This event honors local law enforcement,
business leaders, and students for their contributions in making their communities safer. This event
also helps raise money to pay for Crime Stoppers’ programs and the felony reward fund.
Community Outreach
Day of the Dead Run - This annual run that takes place in Embarcadero Park was attended by Crime
Stoppers representatives to help promote their program of reducing crime in San Diego.
Crime Stoppers Information Meetings - An “as requested” meeting to define the role of Crime
Stoppers in crime prevention strategies.
Students Speaking Out Program - A quarterly meeting for schools throughout the County on the
benefits and uses of the Crime Stoppers program.
Crime Free Multi-Housing Program - In 2010, the San Diego Police Department entered into a
collaborative partnership with the Institute for Public Strategies and the managers/owners of San
Diego multi-housing communities dedicated to crime prevention and the Crime Free Multi-Housing
Program. In 2012, Say San Diego joined the team and to date, 232 properties have been certified. The
program illustrates the success of communities, non-profit organizations, and law enforcement
coming together in the fight against crime.

Crime Free Multi-Housing Certification (4) - Six multi-housing communities completed an 8 hour
education class, passed the CPTED inspection, and participated in a resident engagement meeting
receiving a Crime Free Multi-Housing certification certificate.

Volunteer Services - No police department is large enough to keep a community safe on its own.
Effective crime prevention requires the active support of citizens and a partnership between police
and the community. Community policing is an important foundation of the San Diego Police
Department. What makes San Diego's approach to community policing unique is the extent to which
the police department has made volunteers an integral component of its program.
The San Diego Police Department is viewed as a leading force in law enforcement innovations
occurring across North America. The Department's adult and youth volunteer workforce has
approximately 700 members. These volunteers play a vital role in the department's vision to engage
the community in a problem solving partnership that will reduce crime and positively affect the
quality of life in all communities.
The San Diego Police Department has used volunteers for a wide variety of job assignments for many
years. Programs throughout the Department are considered models in volunteerism in the public
sector. Volunteers are essential to Department operations. They help provide a level of customer
service that could not be achieved by the Department's staff alone. Volunteers represent all segments
of society. The variety of functions performed by this police department affords opportunities for
people with varied interests and skills. The San Diego Police Department's Volunteers in Policing (VIP)
program offers a unique opportunity for citizen volunteers to become actively involved in providing
efficient, effective, and responsive service to our community.
The use of volunteers includes Crisis Interventionists, Retired Senior Volunteer Patrols, Volunteers in
Policing, Reserve Officers, Police Cadets, and various support staff positions that enhance the
organization's effectiveness. This is a result of two decades of change in policing philosophy that has
heralded San Diego as a pioneer in many areas of law enforcement.
The San Diego Police Department has a significant resource available in the San Diego community:
individuals who are ready, willing, and able to serve as volunteers. In a time of limited financial

resources and increasing demands for services, it is important that volunteer opportunities continue
to be identified and this resource increasingly utilized.
Currently, The San Diego Police Department has 88 active Crisis Interventionists, 310 RSVPs, 29
Reserve Officers, 89 VIPs, and 55 Cadets. Our RSVPs contributed 25,240 hours this quarter. Crisis
Interventionists responded to 165 callouts assisting 909 people, worked 3,304 hours, and were on call
and prepared to respond for an additional 2,914 hours; our Reserve Officers worked a total of 1659
hours 644.5 of those hours went directly to Patrol; our VIPs contributed 3,849 hours.
Ride Along Program (216) - The Ride Along Program is a powerful community involvement tool that
enables an officer to showcase to citizens who live, work, or go to school in the officer's area of
responsibility the daily duties of a police officer. It enables citizens to get a first-hand look at policing
and to better understand the role of the police. It increases the opportunity for more effective
problem solving, and it enhances mutual understanding and cooperation and leads to an improved
police/community relationship.

Alternatives to Detention - ATD is designed for placement of juvenile misdemeanor offenders into an
alternative location other than Juvenile Hall (i.e. cool bed). Representatives are available to respond
to the officer’s location to conduct an assessment of the juvenile for placement. After receiving
parental consent, the juvenile will be placed in an approved location. Juvenile Administration and JST
Officers attend these meetings to discuss juvenile issues, placements and laws.
Joint Interagency Meeting (2) - Monthly meetings presented by the Juvenile District Attorney’s office.
Multiple county law enforcement agencies attend this meeting in order to receive updates on laws
regarding juveniles, juvenile adjudication procedures and training on various programs.
Juvenile Justice Coordinating Council - In an effort to ensure coordination and collaboration among
the various local agencies serving at-risk youth and young offenders, the JJCPA legislation requires the
county Juvenile Justice Coordinating Council (JJCC) to develop and modify the plan. The JJCC is
chaired by the county’s chief probation officer and its members include representatives of law
enforcement and criminal justice agencies, the board of supervisors, social services, education,
mental health, and community-based organizations. The JJCC meets periodically to review program
progress and evaluation data.
Interagency Safety Committee - The Interagency Safety Committee meets bi-monthly to work on
safety and quality of life issues for juveniles in the neighborhoods of City Heights. The committee is
chaired by Hoover High School Administration and attended by representatives various community
groups, The Institute for Public Strategies, San Diego Unified School District, the San Diego Police and
San Diego City School’s Police Department.
Cultural Arts Alliance - This program is designed to provide early intervention to deter juvenile
offenders from further involvement in the justice system and to reduce the costs that are associated
with the prosecution of the offender.
Juvenile Diversion - The Juvenile Administration unit works in an ongoing effort with multiple
Community Based Organizations. It is designed to bring the latest and most updated Diversion
programs to the San Diego Police Department. Diversion is set up for low level offenders to be an
alternative to the juvenile justice system.
Community Involvement
Junior Charger Training Camp (7) - Juvenile Administration worked in conjunction with Star/Pal to
offer youth football camps at various locations.
Junior Padre Baseball Clinics - Juvenile Administration worked in conjunction with Star/Pal to offer
youth baseball camps at various locations.

School Safety Patrol Event - Juvenile Administration coordinates the School Safety Patrol (SSP) for the
City of San Diego. 68 elementary schools with approximately 1,700 SSP members participate in this
program. On November 19, 2016, The Juvenile Administration Unit coordinated a SSP night at the San
Diego Gulls hockey game. The SSP was recognized and participated in the pregame ceremony. 397
SSP members and their guests participated in this event.
Annual Fishing Derby - On October 22, 2016, the Juvenile Administration Unit worked in conjunction
with Star/Pal and other law enforcement agencies to provide inner-city youths the opportunity to
learn the sport of fishing with a 1 day clinic at Chollas Lake.
Red Ribbon Week - October 24

was the start of the annual Red Ribbon Week. This week is
dedicated to drug awareness and education. Participating elementary students make a pledge to
remain drug free. Juvenile Administration participated in a school assembly and interactive display at
Hearst Elementary School.
Walk to School Day - On October 5, 2016, the Juvenile Administration Unit participated in the annual
Walk to School Day at Juarez Elementary School. This event helps to promote: Healthy Habits, Safe
Streets and Neighborhoods, Cleaner Environment and Community Fun.
Reading Legacies Program - On November 9, 2016, the Juvenile Administration Unit and Mid-City
Division participated in the Reading Legacies Program at the Euclid Child Development Center. Officer
Barajas interacted and read to multiple classes at this child center.
Million Punches to the Heart - On October 17, 2016, the Juvenile Administration Unit participated in
the ABC Youth foundation’s Million Punches to the Heart event at police headquarters. This event and
awareness campaign is focused on: Punching out Racism, Gang Violence and Mistrust of the Police.
Community Giveback
Shop with a Cop - The San Diego Sheriff’s Department is the host agency for this year’s annual charity
event. SDPD’s Juvenile Administration Unit is representing our department during monthly planning
meetings with other county law enforcement agencies in preparation for this event. The annual Shop
with a Cop event took place on December 3, 2016. 330 kids were individually teamed up with an
officer for the day and treated to breakfast at Sea World then shopping at Target with a preloaded gift
card.
Teddy Bear Drive (3) - The Teddy Bear Drive is an annual county wide law enforcement community
event to bring stuffed animals to children being treated at Rady’s Children’s Hospital. SDPD’s Juvenile
Administration Unit is representing our department during monthly planning meetings and fund
raising events throughout the year. This year’s 26

annual Teddy Bear Drive took place on December
6, 2016. Hundreds of stuffed animals were donated to Rady’s Hospital and bedside patient visits were
conducted by officers.
